This is a large, heavy, bright silver and gold tone metal buckle with 3 engravable ribbons and a classic western scroll design, marked: "Justin Silver Mexico", from the 1980s-90s. It is in pretty nice condition, as shown in the photos it does have some minor wear and tear from age, but does not appear to have ever been worn.

The 3 ribbons have not been engraved. It measures approximately 4-3/4" x 3-7/8", fits a 1-1/2 wide belt and weighs about 7.1 oz.
